On April 13, 1926, the country&#039;s Currency Act was passed, providing for coins, bullion, and metal weights. However, this act did not specify their designs, leaving the choice of designs to the Minister of Finance and granting him the authority to describe them. It was proposed that a special committee of people with technical knowledge be established to advise on the designs. The committee held its first meeting on June 17, 1926, and decided on the initial form of the design based on three conditions, which were as follows:<\/p>\n\n\n\n<p class=\"has-text-align-right wp-block-paragraph\"> 1. The harp should appear on one side of the majority of coins, if not all. 2. The inscription should be in Irish only. It was also suggested that they consider the benefit of showing the denomination by number, to help people unfamiliar with Irish. 3. People should not be included in the designs. Having considered the three requirements above, the committee sought advice from all quarters and on a wide scale:<\/p>\n\n\n\n<script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js\"><\/script>\n<ins class=\"adsbygoogle\"\n     style=\"display:block; text-align:center;\"\n     data-ad-layout=\"in-article\"\n     data-ad-format=\"fluid\"\n     data-ad-client=\"ca-pub-6346087148954344\"\n     data-ad-slot=\"1339252815\"><\/ins>\n<script>\n     (adsbygoogle = window.adsbygoogle || []).push({});\n<\/script>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-text-align-right wp-block-paragraph\">The committee placed newspaper advertisements in July 1926 seeking suggestions for coin designs from the public, but ultimately settled on the idea that coins should depict the country&#039;s products. The committee decided that the obverse would feature the harp (the Irish fugitive), and the following subjects for the reverse: Half Crown: Horse; Florin: Salmon; Schilling: Ox; Sixpence: Irish Wolfhound; Threepence: Rabbit; One Penny: Hen; Half Penny: Pig, or Goat\/Sheep (added later); Farthing: Irish Woodcock. However, their main point of contention was how the government would select its artist.<\/p>\n\n\n\n<p class=\"has-text-align-right wp-block-paragraph\">After a debate among the committee members, and after inviting some well-reputed sculptors while others declined to participate, the committee finally drew up a shortlist of &quot;foreign&quot; artists, the most prominent of whom were: the Swedish sculptor Carl Melis (who was among the greatest artists in Ireland); Publilio Morbiducci, designer of Italian coins for Victor Emmanuel; the American sculptor Paul Manship, who was considered one of the most famous statue sculptors; and finally, a little-known sculptor, Percy Metcalf (recommended by the curator of the British School in Rome). Of course, expectations were high, especially for the big contenders, as their previous works spoke for themselves. The committee refused to see the designs until they had &quot;seen them all.&quot; Leo Macaulay, the committee secretary, extracted the following notes from the committee&#039;s proceedings: &quot;Each artist&#039;s name was concealed, and they took each category separately and voted &#039;coin by coin.&#039; It appeared that the best candidates were Morbiducci and Metcalf, and after carefully examining the designs prepared to reflect that category, we made our selection.&quot;.<\/p>\n\n\n\n<p class=\"has-text-align-right wp-block-paragraph\"> After doing this for each category, they found that in every case, only one design and the same artist \u2013 Percy Metcalfe \u2013 had been chosen. Ultimately, after much deliberation and discussion, Metcalfe&#039;s designs were selected in every category. Although Morbiducci&#039;s designs were good and in line with the themes previously proposed by the committee, the Irish judges seemed quite conservative in their artistic preferences. For example, the bull on the Morbiducci shilling is a powerful beast, swinging tirelessly on the ground, whereas in Metcalfe&#039;s design, it was much more graceful and fluid. The committee recommended that he be commissioned to execute his designs. They considered his designs not only superior to the others submitted to the competition but also uniquely distinctive, and certain to produce coins of extraordinary interest and beauty. In subsequent sessions, the committee had before them &quot;revised&quot; designs prepared by Mr. Metcalfe to address the experts&#039; criticisms. Some of these designs were revised three or four times. However, Metcalfe fully utilized the advice given, while simultaneously maintaining his own vision of the qualities he wished to invest in the coin&#039;s design.
